Philminiracers Championship Sporting and Technical Regulations 2013


GENERAL SAFETY

1) Drivers are strictly forbidden to drive their car in the opposite directions to the race unless this is absolutely necessary in order to move the car from a dangerous position.

2) A car may only be pushed to remove it from a dangerous position as directed by the marshals. If the car regains the circuit during this process the driver may continue in the race. If the marshals indicate to the driver that he must desist from attempting to "bump start" the engine he must do so and move the car only as directed by the marshals. The driver must follow the directions of the marshals at all times. Failure to do so may result in exclusion from the race.

3) Any driver intending to leave the track or to go to his pit or the paddock area must signal his intention to do so in good time making sure that he can do this without danger.

4) During practice and race, drivers may use only the track and must at all times observe the provisions of the Code relating to behavior on circuits.

5) A driver who abandons his car must leave it in neutral or with clutch disengaged and with the steering wheel in place.

6) Repairs to cars may be carried out only in the paddock, pits, and on the grid.

7) At no time may a car be reversed in the pit lane under its own power.

8) Drivers taking part in practice and the race must always wear the clothes and helmet specified in the Code.

9) If a driver has serious mechanical difficulties during practice or the race he must leave the track as soon as it is safe to do so.

10) The Race Director, the Clerk of the Course or the ASN Medical Delegate may require a driver to have a medical examination which may include an anti-doping test.

11) Failure to comply with the general safety requirements of the Code of these sporting Regulations may result in the exclusion of the car and driver concerned from the event.

12) All cars must be in perfect running condition. Make sure that your brake/stop lights are working.


STOPPING THE PRACTICE

Should it become necessary to stop the practice because the circuit is blocked by an accident or because weather or other conditions make it dangerous to continue, the Clerk of the course shall order a red flag and all red lights to be shown at the line. Simultaneously, red flags will be shown at all manned marshal posts. When the signal is given to stop, all cars shall immediately reduce speed and proceed slowly back to their respective pits, and all cars abandoned on the track will be removed to a safe place. At the end of each practice session all drivers may cross the Line only once.

THE GRID

1) At the end of the qualifying race, the fastest time achieved by each driver will be officially published.

2) The grid for the first race will be drawn up in order of the fastest time each driver, regardless of which class the driver is competing. Should two or more drivers have identical times, priority will be given to the one who set it first.

3) All drivers who complete a minimum of one timed lap in the qualifying session will be allowed to start the race. In the event of a driver not being able to achieve a time in the qualifying session he may be placed at the back of the grid with the steward's approval.

4) Any car, which has not taken up its position on the grid by the time the five-minute signal is shown, will not be permitted to do so.

BRIEFING

Competitors will be notified in a bulletin of the time and location for the driver's briefing at each event. Attendance is mandatory.

STARTING PROCEDURE

1) There will be a standing start. The starting signal will be given by means of starting fights activated by the starter appointed by the organizer.

2) 15 minutes before the time for the start of the race the pit will open, the cars will leave the pits to cover a reconnaissance lap. At the end of this lap they will stop on the grid in starting order with their engines stopped.

3) 10 minutes before the start of the race the pit exit will be closed and a second warning signal will be given. Any car, which is still in the pits, can start from the pits but only under the direction of the marshals and may be moved to the pit exit under its own power only with the driver in position. If more than one car is affected they must be in line up in the order in which they reached the pit exit. Where the pit exit is immediately after the line, cars will join the race when the whole field has passed the pit exit on its first racing lap. Where the pit exit is immediately before the line, cars will join the race as soon as the whole field has crossed the line after the start.

4) When the 5-minute signal is shown, all cars must have their tires fitted. After this signal, wheels may only be removed in the pits. Any car that does not have all its wheels fitted at the 5-minute signal must start the race from the back of the grid or the pit lane.

5) When the 1-minute signal is shown, engines should be started and all team personnel must leave the grid by the time the 30-second signal is given. If any driver needs assistance after the 30-second signal, he must raise his arms and when the remainders of the cars able to do so have left the grid, his team may attempt to rectify the problem. In this case, marshals with yellow flags will stand beside any car (or cars) concerned to warn drivers.

6) When the cars come back to the grid at the end of the formation lap, they will stop on their respective grid positions, keeping their engines running. Once all cars have come to a halt the starter will switch on the red light. At anytime between four and seven seconds after the red light becomes visible extinguishing the red light will start the race. Any change in this procedure will be notified in the drivers briefing.

7) During the start of a race, the pit wall must be kept free of persons with the exception of properly authorized officials and free marshals all of whom shall have been issued with and shall be wearing the appropriate pass.
8) If a problem arises when the cars reach the starting grid at the end of the formation lap the following procedure shall apply:

           (a) If the red light has not been switched on, a red flag and a "start delayed" board will be shown on the line, all engines will be stopped and the new formation lap will start 5 minutes later with the race distance reduced by one lap. The next signal will be the 3-minute signal.

           (b) If the race has been started the marshals alongside the grid will wave their yellow flags to inform the drivers that a car is stationary on the grid.

           (c) If, after the start, a car is immobilized on the starting grid, it shall be the duty of the marshals to push it into the pit lane by the fastest route. If the driver is able to re-start the car whilst it is being pushed he may rejoin the race.

9) If the driver is unable to start the car whilst it is being pushed his mechanics may attempt to start it in the pit lane. If the car then starts it may rejoin the race. The driver and mechanics must follow the instructions of the track marshals at all times during the procedure.

11) No refueling will be allowed on the grid.

12) A 30-second time penalty will be imposed for a jump-start. This shall be added on to the total time of the offending entrant.

13) Only in the following cases will any variation in the start procedure be allowed:

           (a) If it starts to rain after five minutes signal but before the race is started and, in the opinion of the Clerk of the Course teams should be given the opportunity to change tyres, a red flag and a “start delayed” board will be shown at the line, and the starting procedure will begin again at the 10 minutes point.

           (b) If the start of the race is imminent and in the opinion of the Clerk of the Course, the volume of the water on the track is such that it cannot be negotiated safely even on wet-weather tyres, a red flag and a “start delayed” board will be shown at the line, and the starting procedure will begin again at the 10 minutes point.

          (c) The stewards may use any video or electronic means to assist them in reaching a decision. The Stewards may overrule judges of fact. A breach of the provisions of the Code or these Sporting Regulations relating to starting procedure may result in the exclusion of the car and driver concerned from the Event.


THE RACE

1) A race will not be stopped in the event of rain unless the circuit is blocked or it is dangerous to continue.

2) If a car stops during the race, it must be removed from the track as quickly as possible so that its presence does not constitute a danger or hinder other competitors. If the driver is unable to drive the car from a dangerous position, it shall be the duty of the marshals to assist him.

3) During the race, drivers leaving the pit lane may only do is when the pit is open and on their own responsibility. Marshals with a blue flag, or a flashing blue light, will also warm the driver if cars are approaching the track.


THE SPARE CAR

Should a car suffer a breakdown during the practice session, the driver can use his spare car on race proper. However, if the car suffered a breakdown on the official time trial, pre-final, or finals, he is no longer allowed the use of a spare car.

Practice session is defined as practice runs before “official time trial”.


CLASSIFICATION

1) All entrants who have started will be classified (i.e. eligible to score points for the series) if they have covered a minimum 50% of the number of laps covered by the race winner (rounded down to the nearest whole number of laps).

2) Cars having covered less than 50% of the number of laps covered by the winner (rounded down to the nearest whole number of laps) will not be classified.

3) The official classification will be published after the race. It will be the only valid result subject to any amendments, which may be made under the Code and these Sporting Regulations.


PODIUM CEREMONY

The drivers finishing the race 1st, 2nd, and 3rd positions in each Division must attend the prize giving ceremony on the podium and abide by the podium procedure as directed by the organizers and immediately thereafter make themselves available for a period of 90 minutes for the purpose of television interviews and the press conference in the media centre or other specified location.

AWARDS AND SCORING
1) Trophies will be awarded to the first three finishers in each division.

2) The following points will be awarded to Philminiracers competitors, listed as classified finishers in the final results of each round.

Pre-final: 15, 12, 10, 8, 6, 4, 3, 2, 1
Final: 20, 15, 12, 10, 8, 6, 4, 3, 2, 1

Twenty points awarded to the first place finisher, 15 points to the second and so on. These points will be awarded for all Divisions.

3) Competitors shall count their results from the Total number of racers constituting the Series.

4) Driver of the year for Philminiracers shall be awarded to the OVERALL CHAMPION – Driver with the highest cumulative points in Pre-final and Final races combined, regardless of class (with the exemption of the Newbie Class) will be Overall Champion.

5) 
 Should there be a TIE for the points garnered at the end of the season,the following rules shall apply to determine the driver of the year

           A, Number of 1st place finishes 
           B. Number of 2nd place finishes
           C. Number of 3rd place finishes

6) Should there be another TIE in podium finishers,the FINAL RACE RESULTS will apply that will determine the FINAL POSITION after each race regardless of class.


FLAG SIGNALS

Official instructions will be given to drivers of the signals laid out in the code. Competitors must not use flags similar in any way whatsoever to these.

1) GREEN FLAG – It is used by the Race Director or the Clerk of the Course to indicate the start of a warm-up lap or the start of a practice session.

It may also be used to indicate that the track is clear and should be waved at the observation post immediately after the incident that necessitated the use of one or more yellow flags.
2) RED FLAG – This flag must be used at the start line when it has been decided to stop a practice session or a race. The Clerk of the Course or his deputy to close the circuit may also use it.

3) BLACK AND WHITE CHECKERED FLAG – This flag must be waved. It signifies the end of a practice session or race.

4) BLACK FLAG – This flag is used to inform the driver concerned that he must stop at the pit or at the place designated in the supplementary regulations. If a driver fails to comply with for any reason, this flag should not be shown for more than 4 consecutive laps. The decision to show this flag rests solely with the Steward of the meeting. The entrant concerned will be informed of the decision.

5) BLACK FLAG WITH AN ORANGE DISC (40 cm diameter) – This flag should be used to inform the driver concerned that his car has mechanical problems likely to endanger himself or others and means that he must stop at the assembly area on the next lap. When the mechanical problems have been rectified, the car may rejoin the race. If the driver fails to comply with his flag after having been shown to him for 3 consecutive laps, the driver concerned will be shown the BLACK FLAG and will be excluded from the race.

6) BLACK & WHITE FLAG DIVIDED DIAGONALLY – This flag should only be shown once and is a warning to the driver concerned that he has been reported for unsportsmanlike behavior.

7) YELLOW FLAG – This is a signal of danger and should be shown to drivers in two ways:

          (a) Single waved – reduce your speed, do not overtake and be prepared for change direction. There is a hazard on the edge or part of the track.

          (b) Double waved – reduce your speed, do not overtake and be prepared to change direction or stop. There is a hazard wholly or partially blocking the track.

Yellow flags should normally be shown only at the marshal’s post immediately preceding hazard. Overtaking is not permitted between the first yellow flag and green flag displayed after the incident.

8) YELLOW FLAG WITH RED STIPES – This flag should be shown motionless to inform drivers that there is a deterioration of adhesion due to oil or water on the track in the area beyond the flag. This flag should be displayed for at least 4 laps unless the surface returns to normal before hand. However, it is not necessary for marshals in the sector beyond the place where the flag is being shown to show the green flag.

9) BLUE FLAG – This flag should normally be waved as an indication to a driver that he is about to be overtaken.


READING DOWN

Should any term or condition in these regulations be prohibited or unenforceable in any jurisdiction, that the term or condition will be ineffective as to the jurisdiction to the extent of the probation or unenforceability. This shall not affect the validity or enforceability at that term or condition in any jurisdiction. All other terms and conditions in these regulations shall remain in full force effect.


TECHNICAL REGULATIONS

The official scrutineer (or his nominated deputy) has at all times the right to refuse to allow a car to participate in the event, if in his opinion and in consultation with another official of the Championship or the event, the preparation or the modifications permitted by these regulations are not carried out in such a manner as to make the car race worthy.

At the start of each event, practice, or race, all cars must be clean and in good order. The organizers reserve the right to forbid cars not meeting this requirement from taking part.

IGNORANCE OF THE RULES IS NO EXCUSE AND VIOLATIONS OF THESE RULES SHALL RESULT IN RACE EXCLUSION AND CANCELLATION OF POINTS.
